SC: “Per incuriam” and “incuria”.

Incuria literally means “carelessness”. In practice per incuriam appears to mean per ignoratium.

The “quotable in law” is avoided and ignored if it is rendered, “in ignoratium of a statute or other binding authority”(para 40).
